| dc.description.abstract | 從緬甸現今的軍政府執政以來，中國即與緬甸軍政府保持密切關係。本文旨在從中國「和平崛起」的概念來探討中國對於緬甸外交政策。本文認為，在中國周邊睦鄰外交戰略構圖的架構之下，中國對於緬甸政策的主軸在於三個部分。第一，維護中緬2100 公里邊界的安全，第二，中國本身在推動西部開發的同時，把緬甸作為中國西部產品出口與資源進口的中繼站；第三，解決中國即將到來的能源問題，把緬甸視為新的運油線。使得中國對於緬甸的戰略在於，透過軍事合作拉攏緬甸政府，透過非傳統安全合作的建立，提升兩國關係的緊密度，最終目標在於把緬甸成為中國在印度洋的出海口、南亞與東南亞的陸橋以及作為中國與海洋勢力之間的緩衝國。 | |

| dc.description.translationabstract | China has enhanced its close relationship with Myanmar's military rulers since the SLORC governed the state. The target of this article is to explore China’s foreign policy on Burma from the “peaceful ascendancy” point of view. The article concludes that China’s foreign policy on Myanmar is divided into three strategic goals. The first is to maintain the security of the borderline between China and Burma. The second is_x000D_ to keep Myanmar as an export and import country. The third is to use Myanmar as a new oil supply line. Therefore, China has enlarged its relationship with Myanmar_x000D_ through traditional foreign relations, military cooperation and non-traditional security construction. China aims to gain an export port to the Indian Ocean, to create a land-bridge between south Asia and south-east Asia, and to make Myanmar a buffer state between China and possible threats from the ocean. | |
