dc.description.abstract隨著社會進步、生活型態的改變、國民生活水準的提高,公共安全愈來愈受到重視,也引發筆者研究動機。本文企圖從「政策執行」的角度來分析評估我國液化石油氣安全管理體系,進而提出改進的建議,期望對於國人生活安全品質的提高貢獻一分心力。本文以 Edwards III 及 Van Meter 與 Van Horn 的「政策執行理論」Policy _x000D_ Implementing theory )為主要分析架構,分析本項政策的執行成效,並參照Sabatier 和 Mazmanian 的觀點,將政策利害關係人「標的團體」(target group)的態度因素納入分析架構中。分別從人員、經費、資訊、權威、設備、時間等政策執行資源及溝通、人員態度傾向、科層結構和環境等面向進行分析,尋找政策_x000D_ 執行系統所存在的困難和障礙。研究方法採用深入訪談法、問卷調查法、專家座談法,以台中市執行政策專責安檢人員及政策標的團體-分銷商業者為問卷與訪談對象,並舉辦專家座談以蒐集研究對象的動態資料作為研究依據;另為使研究更為周延,輔以次級資料分析法,彙集政府官方資料,從政策產出面-液化石油氣供銷與安全管理成效等面向作分析評估,再整合「政策執行分析」與「產出面分析」之結果,探究政策執行面所面臨困境的因素,尋求解決之道,以兼顧公共安全、消費者權益與產業發展,建構一個民眾與業者互利的安全的生活環境。研究結果發現液化石油氣安全管理政策的執行有以下問題:(1)執行資源問題。(2)執行人員態度問題。(3)溝通的問題。(4)政策配套的問題。(5)消費觀念的問題。(6)相關法令的問題。(7)績效規則的問題。針對上述問題的發現與分析,本文提出政策建議:(1)訂定專法,集中事權,建全組織。(2)增加執行資源,以提高執行成效。(3)有效溝通,建立安全觀念。(4)善用市場力量,誘導改善安全管理。(5)矯正執行偏差,擴大執行範圍。

dc.description.translationabstractDue to the rising frequency of liquefied petroleum gas (LPG) accidents nowadays, public policy is viewed more highly than before, and it also draws my research motivation. This article finds out what affects the LPG security management system from policy implement aspect and suggests what should be improved. This article use the policy implementing theory model of Edwards III, Van Meter and Van Horn, and refer to the viewpoints of Sabatier and Mazmanian. It also analyses from the resources of staff, expense, information, authority, equipment, time, communication, and the personnel attitude tendency and bureaucracy construction. Staff and LPG detailer were surveyed and interviewed, and the specialist discussion was held to insist the research. I also collect the official document to detect if the policy goal is reached from the performance evaluation and evaluate if the policy implementation is suitable from the frequency of accidents. Combine the _x000D_ analysis on policy implement and the evaluation of policy output, I took appropriate suggestions. _x000D_ On the study, I discovered some problems as follows: (1) implementing resources, (2) the attitude of employees, (3) communication, (4) the related action of the policy, (5) the habit of consumption, (6) the related laws and regulations, (7) performance regulations. I suggested that the government should(1)establish a particular law to concentrate on personnel matter and strengthen the organization(2)increase the resource of enforcement to raise the willing of staff implement(3)communicate efficiently, set up the security idea(4)improve security management by means of the market power (5)adjust the error of implementation and enlarge the territory of _x000D_ enforcement.
