dc.description.abstract本研究目的在於探析政府部門投入台灣原住民職業訓練資源,原住民接受職業訓練後的就業率和就業問題調查結果,藉以提出推動原住民職業訓練可行性策略。研究方法透過文獻蒐集和統整國內外原住民職業訓練政策方案,並從職業訓練局訓練資訊管理系統資料庫,蒐集和探析所屬5 個職業訓練中心於96 年度委託辦理89 個原住民職業訓練計畫案,有關參訓者數據、投入訓練經費和就業追蹤成果等辦理實況。本研究獲致以下結論:1.促進原住民就業政策無法達成就業_x000D_ 導向目標,2.原住民職業訓練參訓對象符合職訓需求但就業優勢力較薄弱,3.原住民職訓投入經費和培訓單價過高,4.投入原住民促進就業方案部會資源分布過廣,5.職業訓練類別多以在地化觀光工藝職類居多,6.TIMS 系統對就業率判定多變化,7.促進就業實習輔導功效不彰。综上結論,研究者提出推動原住民職業訓練可行性建議為:1.原住民職業訓練宜以在地化產業發展為主就業導向為輔,_x000D_ 2.原住民職業訓練宜以族別特色研議職業訓練案發展方向,3.原住民職業訓練就業輔導後端作業宜訂出配套措施,4.政府部門宜規劃原住民社群互助共識團隊,進駐部落推動職業訓練,5.訂定原住民職業訓練和就業輔導政策和方案,應傾聽部落聲音。

dc.description.translationabstractThis study intends to investigate the relationship among the vocational training,_x000D_ employment guidance and practicable strategies for Taiwanese Aborigines. The aboriginal training policies worldwide have been analyzed by literature reviews as the research method. Moreover, among the eighty-nine projects of aboriginal training implemented by five training centers of the Bureau of Employment and Vocational_x000D_ Training, the information of participants, training budgets, and follow-up results have_x000D_ all been analyzed according to the data from the training information management system (TIMS) at the bureau._x000D_ The study results are summarized as follows: 1. The policy of aboriginal employment does not reach the goal of employment orientation. 2. The aboriginal participants are qualified for vocational training purpose but fail to employment. 3. The cost of aboriginal vocational training and individual training fee are too high. 4. The resources of employment promoting policies are spread among different government ministries broadly. 5. The local handcraft for touring purpose is the major training category. 6. A various judgments of employment ratio from the TIMS system exist. 7. The guidance and assistance of employment are inefficient. Based on the previous situation, the researcher proposes the following suggestions: 1. Local industrial development should be emphasized prior to the employment orientation for aboriginal vocational training. 2. A clear feature of each_x000D_ clan should be identified and adopted at the vocational training. 3. Supplement measures should be made as supports to the employment guidance. 4. From the aspect of continuous management, the government should form aboriginal cooperative groups to promote vocational training. 5. The voices of aborigines should be_x000D_ concerned when the policies of aboriginal vocational training and employment guidance are enacted.
