摘要: 壹、計畫緣起與目標 有鑒於台灣城鄉發展落差急遽地擴大、地方優質人才不斷地流失,致使地方產業 逐漸出現空洞化的危機,成為台灣區域發展失衡問題,並且成為都市與鄉村地區發展 所必須面對的重要課題; 加上都市人口不斷地成長,各項建設持續興建,反觀鄉村 地區則面臨產業外移、 青年人口外流、人口老化及生活服務設施不足等嚴峻的課題。 為了改善台灣城鄉失衡問題,以及過去各級政府大多重視硬體建設,而忽略文化藝 術、生活美學、服務設計、活化地方產業等軟體建設之不足,如何增進區域均衡發展 或深化在地文化精神等方向得以使人口及產業回流之行動勢在必行。「地方創生」應 該是藉由地方自發性思考,即設計翻轉必須源自在地的 「地、產、人」,建構在地永 續經營發展的團隊。 林內車站是本鄉最重要的交通及觀光產業樞紐周邊的餐飲、小吃、西點店林立, 更是本鄉主要的經濟命脈,透過由內而外的挖掘、轉譯、設計、展現,急需建構地方 支持的經濟場域 打造一條青年返鄉之路 。本案位於林內火車站前的林中社區,改善 基地為公有市場,希望串聯社區內既有豐富歷史、生活故事的店家,提升整體城鄉生 活品質 。亦能提升在地居民的地方認同感。 貳、過程及方法 1. 研讀上位計劃 2. 相關需求分析 3. 建構市場營運方式 4. 與在地小農合作成立蔬菜箱宅配中心 5. 市場空間改造設計 6. 既有建築重新規畫室內空間 7. 立面設計與入口意象強化 8. 整體品牌設計 參、計畫效益 1. 創造地方自明性的景觀設施。 2. 提供居民集會、運動、休閒的景觀空間。 3. 提升市場周邊視覺景觀美學。 4. 活化閒置市場攤位,引入青創回流機制。 5. 提升生活、文化、觀光產業之經濟收入。
A. Project Background and Objectives Due to the widening gap in urban-rural development and the ongoing loss of talented individuals from local areas in Taiwan, a crisis of declining local industries has emerged. This imbalance is a significant issue that urban and rural areas must confront. While urban populations are growing, rural areas are facing challenges such as industrial relocation, youth outmigration, population aging, and inadequate life services.To address this urban-rural imbalance, it is crucial to shift the focus from hardware construction, which has been historically emphasized by various government levels, to soft infrastructure development. This includes cultural arts, lifestyle aesthetics, service design, and the revitalization of local industries. Taking action to enhance regional balance and foster the local cultural spirit is essential. "Local revitalization" should involve spontaneous local thinking and emphasize that design transformation must originate from the local elements of "land, industry, and people." This approach aims to create a team for sustainable local development. Linne Station is crucial for transportation and tourism in the township, surrounded by various eateries. It serves as the township's economic hub. There is an urgent need to create a local economic space that encourages young people to return to their hometown. This project, situated in the Linzhong community in front of Linne Railway Station, aims to transform the site into a public market. The goal is to connect local businesses with rich historical and life stories, enhancing the quality of urban and rural life and strengthening residents' sense of community identity. B. Activating idle market stalls and introducing mechanisms for the return of youth entrepreneurship. 5. Boosting economic income in life, culture, and tourism industries.
