以投入-產出模式分析觀光支出對苗栗縣經濟發展之影響

Abstract

目前世界各國都已將觀光產業視為全世界最大及發展最迅速的產業之一，以台灣自有的優良地理環境條件來說，發展觀光產業是未來必然的趨勢。本研究為了解觀光支出與地方產業發展之情形，採用投入-產出模式分析方法，進一步探討觀光支出與其他產業部門的內外部效益，且了解對整體經濟產業的影響。 本研究係以苗栗縣全縣作為研究範圍；利用民國95年行政院主計處出版之產業關聯統計資料為基礎。係因目前投入產出係數表是依據台灣地區之數據計算所得，因此本研究透過區位商數法將其轉化為苗栗縣的投入產出係數，進而利用民國100年苗栗縣觀光消費支出調查資料，應用調整後之產業關聯結構，試算出苗栗縣的直接觀光支出對於整體經濟體系的衍生效益。 研究結果發現，主要影響苗栗縣經濟發展的產業為批發零售及礦業部門，主要原因於苗栗縣近年來地方產業逐漸轉型，且苗栗縣為一個擁有多樣族群的綜合體，在發展特色產物上具有其潛力，因此在銷售其產品上之批發零售部門，占有其優勢。為此，在未來的規劃上，可多著重於批發零售部門上，另外也建議苗栗縣政府在發展觀光產業時，除注重住宿餐飲部門以及運輸倉儲部門外，還可著重於批發及零售部門、加工食品部門等規劃，藉以提升苗栗縣整體產業之發展及經濟價值。

Abstract To promote tourism as a mean to advance economic development is always on the priority list in the governmental policy agenda. Then the goal of this study is to use Miaoli County as the case study area and to apply input-output methodology to measure the economic impacts from tourists’ expenditure. Noting that there is no existing sub-regional input-output table ready available. Therefore, first it needs to obtain the Miaoli County input-output table by applying LQ(Location Quotient) adjusting method to transform the existing national input-output table. Then, based upon the data from the newest tourists’ expenditure survey, the overall economic impact from tourists’ expenditure can be measured. In order to make a detailed analysis of sectoral interaction pattern, tourists’ expenditure is also subdivided into four sectors and the results can be applied to future tourism planning.
