臺灣地區交通違規特性之分析

Abstract

中文摘要 私人運具的普及，隨之而來的是層出不窮的交通違規。因臺灣目前交通記點制度無法有效規範駕駛者，多數交通肇事違規項目均未納入記點制度，故本研究將分析全臺2013年至2017年違規件數和臺中地區2018年與2019年違規案件，了解臺灣地區違規案件與記點違規項目之關聯性及透過臺灣民眾交通違規問卷調查，探討如何完善交通記點制度及駕照制度。藉由蒐集國外交通違規記點和駕照制度，提出我國制度之改善建議。本組透過SQL及Excel統計全臺2013年至2017年共五年違規項目之特性，並進一步以臺中地區2018年與2019年的鑑定意見書建立資料庫，分析肇事責任和受傷嚴重度等對駕駛人違規項目的顯著性。分析得知，未依規定減速、超速、起步未注意人車安全與事故類型具顯著相關等結果，欲藉由分析結果以及民眾對臺灣違規記點制度的看法，了解臺灣現行執法力度與違規項目對交通的危害嚴重度。

Abstract The popularity of private vehicle has brought about endless traffic violations. Because the current traffic violation points in Taiwan cannot effectively regulate drivers, and most traffic violations have not been included in traffic violation points, as a result, this study will analyze the traffic violation cases from year 2013 to year 2017 in Taiwan and from year 2018 to year 2019 in Taichung area to realize the relevance of traffic violation cases and demerit points. Researching how to improve the demerit points system and driving test of Taiwan by analyzing the traffic violation characteristics and using questionnaire survey to understand Taiwanese perspective. These suggestions are to improve the system in our nation , by collecting foreign traffic violation points and driver's license system. According to the statistics of the violation characteristics in 2013 to 2017 by using SQL and Excel , and further established a database based on the appraisal opinions during 2018 to 2019 in Taichung , analyzing the liability and severity level and so on to the driver's violations significance. We have found the violations which public don’t conform to the regulations about decelerating, speeding on the road, and start driving without paying attention to public and vehicles are significant results with different accident types. By results of the analysis and the opinions of public to Taiwanese point system, we can learn more of the Taiwanese degree of enforcement and items of violations to severity of traffic injuries.
