臺中市舊街區再生策略之研究-以南屯老街為例

Abstract

在現代化都市發展的衝擊下，充滿地域性的傳統街區，為臺灣發展史中不可或缺的要角，其空間構成與歷史演進的精采度是後人無法重塑的過程，然而面對現今都市全面性轉化的進程，傳統街區勢必面臨轉型與升級，成為都市區域中待開發的空間。 近年來，振興歷史街區的議題，已經成為絕大多數城市持續發展的必修課題，街區轉型計畫必須從根本著手，了解根源需求，才能在現代的都市空間中，找到在地性存在的可能，找回原先的城市記憶。在都市設計多重的觀點下，本研究透過當代都市設計議題、專家學者的觀點，與城市轉型經驗及都市空間觀察之評析，運用以人為本的設計思考精神，幫助傳統街區找出實質的改善策略。 為使活化老舊街區的策略能善盡完美，本研究將實踐目標分為「公共環境改善」、「街區整舊復新」、「永續經營再生」及「對都市有益的開放空間」，從這四個面向為南屯老街提出具體改善對策，將街區打造為友善空間，提升人與街道的關係，同時強化舊街區，成為具有生活、經濟與文化重要性的都市區域。 透過新、舊城市空間的連結，形塑富有深度意義的空間氛圍，建立兼具傳統文化及現代功能的城市街區，打造區域自明性，將老舊街區形塑友善人行環境，建構合宜的城市空間，持續區域整體發展，延續城市歷史的同時振興地方經濟，成為城市中有利的新公共空間。

With the influence of modern cities, traditional neighborhoods have become an indispensable role in the development of Taiwan.Facing the comprehensive transformation of today's cities, traditional neighborhoods must face transformation and upgrading, and become a space to be developed in the urban area. In recent years, the topic of revitalizing historical districts has become a topic for the sustainable development of most cities. The district transformation plan must address the root causes in order to find the possibility of existence in the modern urban space and retrieve the original urban memory. From the perspective of urban design, this research uses urban design issues, the views of experts and scholars, and the experience of urban transformation and urban space observations, and uses the spirit of human-oriented design thinking to help traditional neighborhoods find practical improvement strategies. In order to perfect the strategy of revitalizing the old blocks, the goals are divided into "improvement of the public environment", "renewal of the block", "sustainable business regeneration" and "open space beneficial to the city". Put forward specific improvement measures, create friendly spaces, enhance the relationship between people and the street, and make the street an urban area with life, economy and culture. Through the connection between the new and the old city, it becomes a place of profound significance, builds urban blocks with traditional and modern functions, shapes the old blocks into a friendly pedestrian environment, establishes suitable urban spaces, continues regional development, continues urban history, and revitalizes The local economy will eventually become a favorable new public space in the city.
