雲林縣崙背鄉客庄街區暨周邊 環境改善計畫-先期評估規劃案 期末報告書

Abstract

中文摘要 本研究之目的在於透過「雲林縣崙背鄉客庄街區暨周邊環境改善計畫」，回應地方文化保存與環境再生的迫切需求，特別針對詔安客家文化逐漸式微、街區景觀老化、空間使用低落等問題，提出兼顧文化傳承與社區活化的解決方案。藉由建立「生活博物館」概念，將日常場域轉化為展演文化的載體，並串聯信仰、產業與人文空間，營造具地方特色的文化走廊。

研究過程以田野調查與文獻分析為基礎，並搭配地方說明會與參與式工作坊，蒐集居民意見與歷史脈絡。方法上運用地景分析、街區立面測繪、招牌調查、空間量測與攝影紀錄，並參考國內外案例，如大溪木藝生態博物館與新竹關西街區美學示範區。主要設備與工具包括測距與攝影器材、GIS 與繪圖軟體，以建立完整的空間資料庫與設計構想。研究同時納入分期執行的策略性規劃，包含硬體改善（如宿舍群修繕、廟埕廣場整頓、老店更新）與軟體推動（如特色店家故事蒐集、生活節策辦、信仰繞境活動），並以甘特圖呈現三年期程之整體藍圖。

研究結果指出，崙背街區改善需以文化與產業並行的方式推動，方能兼顧保存與發展。計畫成果提出四大主軸：客庄生活場域營造、公共空間優化、信仰核心營造與潛力建築再利用，預期能形成一條串聯文化館、宿舍群、奉天宮及老土藝術園區的文化廊帶，並建立社區自我營運模式。結論顯示，本計畫除有助於改善城鎮景觀與提升居民生活品質，亦能活化在地文化能量，成為推動詔安客家文化保存與地方創生的重要示範，未來可作為其他鄉鎮推動社區營造之參考。

Abstract This study addresses the urgent need for cultural preservation and environmental regeneration in Lunbei Township, Yunlin County, through the “Hakka Street Block and Surrounding Environment Improvement Project.” It responds to challenges such as the decline of Zhao’an Hakka culture, the aging of street landscapes, and underutilized spaces by proposing solutions that balance cultural heritage with community revitalization. The concept of a “Living Museum” transforms everyday spaces into cultural carriers, linking faith, industry, and public life to create a cultural corridor with strong local identity.

The research combined field surveys, literature review, participatory workshops, and resident interviews to collect opinions and historical context. Methods included landscape analysis, façade mapping, signage surveys, and spatial documentation, supported by GIS and design software. Phased strategies integrated hardware improvements—such as dormitory renovations, temple square renewal, and old shop upgrades—with software measures including story collection, local festivals, and faith-based events.

Findings highlight four main strategies: developing living museum spaces, optimizing public areas, enhancing faith-based cultural cores, and reusing heritage buildings. These efforts will form a cultural corridor linking the Hakka Cultural Center, dormitories, Fengtian Temple, and the Old Soil Art Park, while establishing a sustainable community operation model. The project enhances townscape quality and residents’ lives, revitalizes cultural vitality, and provides a reference for other townships pursuing community-based regeneration.
