dc.description.abstractA speech coding mechanism with fine granularity scalability is developed baesd on the low-rate coder of ITU-T G.723.1. The availabe bit rates range from 3.9 kbps to 5.3 kbps with a granularity of as low as 0.13 kbps. No extra overhead is added to the bitstream. And the extra efforts required in the computation is little.
