台灣地區降低機車考照年齡可行性研究

Abstract

我國現行機車駕駛人教育、訓練及考照機制較為簡易，多數民眾缺少接受機車駕駛安全教育訓練課程之意願、青少年無照駕駛之情形也相當嚴重。本研究旨在探討目前我國機車考照、訓練制度之相關問題，並且參酌世界各國考照年齡及考訓制度之相關規定，擬規劃出適宜之配套措施，分析本國降低機車考照年齡之可行性。本研究將藉由問卷訪談的方式，針對十六、十七歲之學生族群、家長、教育單位、監理單位、警察單位、全國駕訓班、意見領袖等，樣本數為1323份，調查其對於降低機車考照年齡之接受度。將有效問卷以SPSS軟體進行統計分析，以整合了解各族群對該議題之看法與意見。 研究發現，目前民眾偏向不支持此政策，甚至17歲高中職學生也對此政策非高度支持，顯現出青少年對於駕駛安全仍有所顧慮，部分民眾認為透過參加安全講習或相關訓練課程來提高駕駛安全此想法成效有限，故為提升安全駕駛之觀念須從日常生活中加以宣導、培養以及教育。

Due to the present time, the education, training and applying the driver license for the motorcycle/scooter are so easy, and the most of national are lack of intention to take the training courses of driving safety for motorcycle before applying the driver license. Also there are many motorcylists without driver license under 18 years old in Taiwan. This study explores the problems of the applying driver license for motorcycle, and the training system. Furthermore, in literature review, we collect so many countries about the age which applying driver license and the training courses, in order to offer the suitable proposals. Then we can utilize the feasiblility study on lower the age of applying the driver license of motocycle. The methodology includes questionnaire survey about the age between 16 and 17 years old, parents, teacher of high school, supervision departments for driver license, policeman, training school for driver license, and opinion leaders. There are 1,323 questionnaires, and then analyzes the questionnaires by SPSS software to proceed the statistical analysis.

The study shows that the most people disagree to lower the age of applying driver license under 18 years old for motorcycle, and even the high school students themselves less than 18 years are against the intention to lower the age of applying driver license. Also, part of people is concerning the effectiveness about the training courses can improve the safety for motorcyclist. Therefore, the following study shall focus the other strategies to improve the safe driving for the motorcyclist.
